Soviet rocket designer who founded and led the Yuzhnoye Design Bureau in Dnipropetrovsk, developing a rival line of ballistic missiles and space launch vehicles to Sergei Korolev's bureau, including the Kosmos and later Tsyklon families. His R-36 missile design was also adapted into orbital launch vehicles used for decades of Soviet and post-Soviet satellite launches.
